Char Epp called the meeting to order (12:01) p.m. 

Chair Epp provided the Indigenous Territorial Acknowledgement.

    1. That the minutes from the September 4, 2025 meeting of the Heritage Advisory Committee, be approved.

    1. That the Heritage Advisory Committee recommends to City Council that 19 London Road merits designation under Part IV of the Ontario Heritage Act.
    2. That the Heritage Advisory Committee supports the heritage attributes recommended in the staff report titled “19 London Road: Draft Council Designation Report,” and dated October 2, 2025.

Stephen Robinson, Planner III Senior Heritage Planner presented 66 Mary Street - Heritage Permit Application.

    1. That the Heritage Advisory Committee provides the following comments to the General Manager of Planning and Building Services with respect to heritage permit application HP25-0003 for 66 Mary Street.
      1. That the bricks used be as similar as possible to ones in the existing structure

Jack Mallon informed committee members that at the October 7, 2025 Committee of the Whole meeting, City Council will be receiving the staff recommendations on the Environmental Assessment on the Macdonell and Allan's Bridge, members are welcome to delegate. 

Jack Mallon also provided the committee with an update on the Downtown Heritage District Project and that it will be going to the Council Planning Statutory Public Meeting on October 15, 2025. A draft is being presented to Council, members of the public have an opportunity to provide thoughts on the draft. 

Jack Mallon provided an update on individual designations, Heritage staff have begun working on voluntary properties, working with property owners to identify heritage attributes. Staff continue to work with local insurance providers to address some of the specific insurance concerns from property owners surrounding designations.

Stephen Robinson informed the committee that work continues to take place on the Ontario Reformatory Heritage District Plan draft and that staff are working to bring a revised draft to a City Council meeting in November.
