J. Holmes, General Manager, Planning and Building Services provided and an overview of the proposed Clair Maltby Secondary Plan.
S. Laughlin, Senior Policy Planner, introduced staff and the project consultation team. She outlined the purpose of the Statutory Public Meeting and summarized various phases of the proposed Clair Maltby Secondary Plan project, various studies, vision and guiding principles. She outlined the proposed draft Clair Maltby Secondary Plan, including changes and policies, details regarding the community structure, land use and new land use designations, proposed roads, parkland and natural heritage features. She provided clarification to concerns raised regarding OPA 42 settlements and summarized the cultural heritage resources.
C. Gammie, Infrastructure Planning Engineer, provided a summary of the Master Environmental Servicing Plan, Fiscal Impact Assessment and a summary of the many engagement events throughout the Clair-Maltby Secondary Plan study.
The following delegations spoke regarding this matter:
Susan Watson provided concerns regarding environmental impact, financial costs, priority of development for Clair-Maltby, lack of parkland infrastructure and protection for natural heritage resources.
Susan Ratcliffe expressed support of the Official Plan statements relating to cultural heritage resources, built heritage and culture heritage landscapes. She provided suggestions on the use of barns and preservation of cultural heritage.
Hugh Whiteley provided concerns regarding proposed roads crossing natural heritage systems and their environmental impacts.
Robin-Lee Norris provided comments on behalf of 1077955 Ontario Inc in support of the City's community engagement and that Council continue with the process to a final decision.
Mike Marcolongo provided comments supporting the draft Clair Maltby Secondary Plan including active transportation, wildlife overpass, storm water management and educational planning. He expressed concerns regarding the future vision of the project.
