    1. That up to $450,000 be provided to the County of Wellington and funded from the Tax Rate Operating Contingency Reserve #180, to be dispersed through the Wellington-Guelph Health and Housing Community Planning Table for the provision of basic needs for people experiencing homelessness in Guelph.  The one-time funding is to be allocated for work commencing September 2024 and being completed no later than December 2025, and the funding is to be provided following receipt of interim and final reports from the Planning Table, subject to the satisfaction of the Deputy CAO of Public Services.  The funding commitment will be reduced if offsetting federal and/or provincial funds are identified.

That staff be directed to engage with the Health and Housing Community Planning Table to identify needs and develop a plan, including a budget and funding source, to provide and maintain portable washrooms, waste bins and sharps disposal to encampments in the City of Guelph (subject to site feasibility), reporting back to City Council in Q1 2025.
