Chair Caron called the meeting to order (2:01 p.m.).

James Krauter, Deputy Treasurer/Manager Revenue and Treasury, discussed the financial details of the water, wastewater and stormwater billing transition.

Councillor Caton raised a point of order, asking if she could move her motion as a substitution for the motion on the floor. Chair Downer ruled that an amendment by substitution was out of order.

    1. That staff be directed to create a new permit-based fireworks by-law to replace and repeal Fireworks By-law (1993)-14362.

Chair Downer announced a Ward 5 town hall on the housing with Krista Walkey, hosted by her and Councillor Caron on October 24th; the location is yet to be determined.
