    1. That the amended Procedure By-law, included as Attachment-1 to the 2023 Governance Review dated June 6, 2023, be approved, as amended at the Committee of the Whole meeting held on June 6, 2023.
    2. That the amended Closed Meeting Protocol, included as Attachment-2 to the 2023 Governance Review dated June 6, 2023, be approved.
    3. That recommendations three, four, five and six, approved at the June 6, 2023 Committee of the Whole meeting regarding the 2023 Governance Review dated June 6, 2023, be deferred and that the City Clerk, and Strategy, Innovation and Intergovernmental Services staff report back to City Council.
    4. That the City Clerk and Mayor be directed to review the current governance framework for the Strategic Advisory Group on Downtown Guelph to ensure compliance with all applicable legislation and report back to City Council as required.
    5. That the Delegation of Authority By-law be amended as outlined in Attachment-7 to the 2023 Governance Review dated June 6, 2023 and the Delegation of Authority Noise Exemption Correction Council Memo dated June 27, 2023.

    1. That, in order to continue ten (10) minute delegation times at Council Planning, an additional clause be added to section 4.8 of the proposed Procedure By-law as follows:

    4.8 (u) - Notwithstanding Section 4.8 (a), the time limitation for delegations speaking at a public meeting to hear applications under the Planning Act, shall not exceed ten minutes. Council may extend the ten minute time period by a majority vote of the Council Members present without debate.
