Mayor Guthrie called the meeting to order (2:01 p.m.).

Mayor Guthrie provided an update on the financial support for municipalities being provided by the federal and provincial governments. 

Scott Stewart, Chief Administrative Officer, provided an update on the City's path towards economic recovery. 

Kealy Dedman, Deputy Chief Administrative Officer, Infrastructure, Development and Enterprise Services, outlined the City's economic recovery response, including an update on the Temporary Patio Program and Dining District, Guelph Shops and the Grow Back Better plan.

Colleen Clack, Deputy Chief Administrative Officer, Public Services, provided an update on the Guelph Farmer's Market reopening as well as further plans for social and community recovery. 

Trevor Lee, Deputy Chief Administrative Officer, Corporate Services, outlined the City's organizational recovery plan, including the Alternative Work Arrangement Program and the 2021 City Council and Committee meeting schedule.

Colleen Clack Deputy Chief Administrative Officer, Public Services, provided an overview on how the City is preparing for a potential second wave of COVID-19.

Trevor Lee, Deputy Chief Administrative Officer, Corporate Services, provided an update on the COVID-19 financial impacts.

Scott Stewart, Chief Administrative Officer, provided closing remarks and acknowledged the work of community partners, City staff and members of City Council.

    1. That report “Managing the Impacts of COVID-19: Update #5” dated August 12, 2020 be forwarded to the local MP and MPP, FCM, AMO, LUMCO and the Federal Minister of Finance and the Ministers of Municipal Affairs and Housing and Minister of Finance for the Province of Ontario.
    2. That staff be directed to communicate the urgency for additional details about the Safe Restart Agreement given the City of Guelph’s currently projected COVID-19 deficit impact of $24.3 million, mitigated through cost-containment measures of $14.3 million and resulting in a $10 million overall budget deficit impact for 2020, to the Deputy Prime Minister, the Federal Minister of Finance, Ontario’s Minister of Municipal Affairs and Housing, Ontario’s Minister of Finance and the Premier of Ontario.
    3. That the 2021 City Council and Committee Meeting Schedule, included as Attachment-2 to report “Managing the Impacts of COVID-19: Update #5” dated August 12, 2020, be approved.
