  • Recommendation:

    That the minutes of the open Council Meetings held June 28, July 12, 19 and 21, 2021, and the open Committee of the Whole meeting held July 5, 2021, be confirmed as recorded and without being read.

The following resolutions have been prepared to facilitate Council’s consideration of various matters and are suggested for consideration. If Council wishes to address a specific report in isolation of the Committee of the Whole Consent Report, please identify the item. It will be extracted and dealt with separately as part of the Items for Discussion.

  • Recommendation:
    1. That staff be authorized to enter into a three-party license agreement between the City of Guelph, Guelph Hiking Trail Club and Grand River Conservation Authority as outlined in the Public Services Report 2021-249 dated September 7, 2021, subject to the form and content being satisfactory to the Deputy Chief Administrative Officer of Public Services and the City Solicitor.
    2. That staff be authorized to enter into future three-party license agreements between the City of Guelph, Guelph Hiking Trail Club, and parties yet to be determined, for continuous implementation of the Council approved Guelph Trail Master Plan, subject to the form and content being satisfactory to the Deputy Chief Administrative Officer of Public Services and the City Solicitor.
  • Recommendation:
    1. That By-law Number (2009)-18855 be amended to include licensing of Payday Loan Establishments.
    2. That By-law Number (2020)-20550 be amended to include licensing fees for Payday Loan Establishments.
  • Recommendation:
    1. That staff be directed to initiate an update to the 2015 Long-Term Care Services Agreement, in accordance with report 2021-250, with The Elliott Community including a review of the Indirect Cost Allocation Schedule.
  • Recommendation:

    That the report “Managing the Impacts of COVID-19: Update 9” dated September 7, 2021 be forwarded to the local Member of Parliament and Member of Provincial Parliament, Federation of Canadian Municipalities, Association of Municipalities Ontario, Ontario Big City Mayors and the Federal Minister of Finance and the Ministers of Municipal Affairs and Housing and Minister of Finance for the Province of Ontario.

  • Recommendation:

The following items have been extracted from the Committee of the Whole Consent Report and the Council Consent Agenda and will be considered separately. These items have been extracted either at the request of a member of Council or because they include a presentation and/or delegations. 

Mayor Guthrie will speak to this item.

  • Recommendation:

    WHEREAS the Truth and Reconciliation Commission released its final report on June 2, 2015, which included 94 Calls to Action to redress the legacy of residential schools and advance the process of Canadian reconciliation;

    AND WHEREAS the recent discoveries of remains and unmarked graves across Canada have led to increased calls for all levels of government to address the recommendations in the TRC’s Calls to Action;

    AND WHEREAS all Canadians and all orders of government have a role to play in reconciliation;

    AND WHEREAS the Federal Government has announced September 30, 2021, as the first National Day for Truth and Reconciliation (National Orange Shirt Day) and a Federal statutory holiday;

    THEREFORE, BE IT RESOLVED THAT the City of Guelph recognizes the importance of September 30th in honour of Truth and Reconciliation and commits to continued efforts to advance reconciliation including sharing the stories of residential school survivors, their families, and communities.

Resolution to adopt the By-laws (Councillor Allt).

  • Recommendation:

    That by-laws numbered (2021)-20626, (2021)-20628, (2021)-20630 and (2021)-20632, are hereby passed.

A by-law to amend By-law Number (1995)-14864, as amended, known as the Zoning By-law for the City of Guelph as it affects the property municipally known as 29-31 Fountain Street and legally described as All of Lot 175 and Part of Lot 174, Registered Plan 8, PIN 71283-0050, City of Guelph (File# OZS21-005).

A By-law to authorize the conveyance to 2827052 Ontario Inc. of the lands described as Part of Block 8, Plan 61M169, designated as Parts 2, 3 and 4, Reference Plan 61R-11987, City of Guelph.

A by-law to confirm proceedings of a meeting of Guelph City Council held September 27, 2021.
