  • Recommendation:

    That the minutes of the open Council Meetings held February 14 and 28, 2022, Special Council Meeting held February 28, 2022 and Committee of the Whole held February 7, 2022 be confirmed as recorded and without being read.

The following resolutions have been prepared to facilitate Council’s consideration of various matters and are suggested for consideration. If Council wishes to address a specific report in isolation of the Committee of the Whole Consent Report, please identify the item. It will be extracted and dealt with separately as part of the Items for Discussion.

  • Recommendation:
    1. That Council direct the CAO to provide a progress report at the end of Q3 2022 on the Solutions Timelines as outlined in Report (2022-76). 
  • Recommendation:
    1. That the salary for the position of Mayor for the Council term commencing November 15, 2022, be set at $152,500 (job rate) and that all other compensation items remain as is.
    2. That the alternative salary as outlined by the City Council Remuneration and Support Advisory Committee for the position of City Councillor for the Council term commencing November 15, 2022, be set at $51,327 (job rate) annually.
    3. That compensation adjustments for the Mayor and members of Council be equal to the Non-union Municipal Employee group increase effective January 1st of each year for the next term of Council to be maintained.
    4. That the current policy of conducting a formal market review for Council every four years and the continued engagement of a Council Remuneration and Support Advisory Committee during the last year of the Council’s term of office be maintained.
  • Recommendation:
    1. That the 2022 City of Guelph property tax ratios, subclass discounts and corresponding tax rates, as set out in Attachment-1 to the report 2022-41 titled 2022 Property Tax Policy dated March 7, 2022, be approved.
  • Recommendation:
    1. That staff be directed to establish more enhanced reporting for all Community Benefit Agreements in the amount of $200,000 or more, and that staff include this information in the annual report to Council. This should include clear objectives and metrics.

Resolution to adopt the By-laws (Councillor Gibson).

  • Recommendation:

    That By-laws numbered (2022) - 20685, (2022) - 20691, and (2022) - 20693 to (2022) - 20699 are hereby passed.

A By-law to repeal and replace By-law (2018)-20273 as amended Being a By-law to manage and regulate Election Signs in the City of Guelph (to be known as the Election Sign By-law)

A by-law to impose a tax in respect of the purchase of transient accommodation.

A by-law to amend By-law Number (1995)-14864, as amended, known as the Zoning By-law for the City of Guelph as it affects property known municipally as 10 Shelldale Crescent, City of Guelph. 

A By-law to set tax ratios and tax rate reductions for prescribed property subclasses for the Corporation of the City of Guelph for the year 2022.

A By-law to levy education tax rates for the year 2022.

A By-law to impose and levy a rate of taxation for the Board of Management for the Downtown Business Improvement Area of the City of Guelph for the 2022 taxation year.

A By-law to set the tax rates for City purposes for the year 2022 and to provide for a final tax levy and the payment of taxes.

A by-law to confirm the proceedings of a meeting of Guelph City Council held March 28, 2022.
