Mayor Guthrie called the meeting to order. (5:00 p.m.)

Councillor Downer declared a pecuniary interest with respect to closed item 3.3 Union Bargaining Considerations Report, as she has a family member who works for the City of Guelph and is a member of one of the Unions.

    That the Council of the City of Guelph now hold a meeting that is closed to the public, pursuant to Sections 239(2)(d) of the Municipal Act, related to labour relations or employee negotiations.

    The following items were discussed:


Mayor Guthrie called the meeting to order. (6:34 p.m.)

Mayor Guthrie spoke regarding matters discussed in closed session and identified the following: 

Disclosure of Pecuniary Interest and General Nature Thereof: 

Councillor Downer disclosed a pecuniary interest with respect to closed item 3.3 Union Bargaining Considerations Report, as she has a family member who works for the City of Guelph and is a member of one of the Unions.  

Union Bargaining Considerations Report - 2021-56

The Mayor advised that information was received and no direction was given. 

The Mayor advised that Council recessed closed session before completion of the following item:

International Alliance of Theatrical Stage Employees (IATSE) Bargaining Report - 2021-55

Council will resume closed session upon completion of the open portion of the February 22, 2021 Council Agenda.

That staff be directed to ready the City for the implementation of the Joint Investment Board option available under the Prudent Investor Standard while monitoring the legislative landscape for additional opportunities that may arise from an anticipated provincial review of municipal investment legislation; and
    2. That staff be directed to report back to Council with final Investment Policy recommendations within two years, subject to the anticipated provincial review; and
    3. That the proposed amendments to the current Investment Policy to expand access to professionally managed investments through ONE Investment be approved.
