  • Recommendation:

    That the minutes of the open Council meetings held June 1, 13 and 14, 2023, and the open Committee of the Whole meeting held June 6, 2023, be confirmed as recorded and without being read.

The following resolutions have been prepared to facilitate Council’s consideration of various matters and are suggested for consideration. If Council wishes to address a specific report in isolation of the Committee of the Whole Consent Report, please identify the item. It will be extracted and dealt with separately as part of the Items for Discussion.

  • Recommendation:
    1. That Future Guelph: Strategic Plan 2024-2027 be approved.
    2. That the costs associated with the implementation of Future Guelph: Strategic Plan 2024-2027 be referred to the 2024-2027 multi-year budget planning process in Fourth Quarter 2023.
    3. That staff be directed to share the final key performance indicators for Future Guelph: Strategic Plan 2024-2027 in an information report in fall 2023.
  • Recommendation:
    1. That Council approve the draft by-law and any required amendments to the Traffic By-law Number (2022) - 20698 to permit the operation of personal use e-scooters effective August 1, 2023.
  • Recommendation:
    1. That the Response Time Performance Plan for 2024 is set as recommended by staff.
    2. That Council receives for information the report on the Response Time Performance of Guelph Wellington Paramedic Service in 2022.

Resolutions pending discussion from July 5, 2023 Committee of the Whole meeting. 

  • Recommendation:
    1. That staff report back by October 2023 on any bylaw reviews that are recommended to be removed from the workplan in order to free up resources.
    2. That staff report back by October 2023 on potential timelines for changes to the workplan in order to update the noise by-law to explore the use of vehicle noise cameras in Guelph, and other issues related to the noise by-law.
    3. That staff report back by October 2023 on the proposed timelines for changes to the workplan in order to review the outdoor recreational fire burning by-law, including the potential use of smokeless recreational wood-burning fires.
    4. That staff report back by October 2023 on the proposed timelines for changes to the work plan in order to facilitate a full engagement process on the deployment, use and sale of fireworks within the City of Guelph.

The following items have been extracted from the Committee of the Whole Consent Report and the Council Consent Agenda and will be considered separately. These items have been extracted either at the request of a member of Council or because they include a presentation and/or delegations.

Councillor O'Rourke will speak to this item in relation to the Region of Waterloo Resolution: Protecting the Privacy of Candidates and Donors


Motion:

  1. That the Council of the City of Guelph call upon on the Minister of Municipal Affairs and Housing to bring forward amendments to the Municipal Elections Act that would remove the requirement for street name, number and postal codes to be listed on publicly available online forms and, that for verification purposes and campaign finance clarity, the addresses of all candidates and all donors over $100 be submitted to the municipal clerk on separate forms that are only available for inspection in-person at a municipal facility; and,
  2. That this resolution be forwarded to the Honourable Steve Clark, Minister of Municipal Affairs and Housing, MPP Mike Schreiner, the Association of Municipal Managers, Clerks and Treasurers of Ontario (AMCTO), the Association of Municipalities of Ontario (AMO), the Ontario Public School Boards' Association (OPSBA), the Ontario Catholic School Trustees' Association (OCSTA), l’Association des conseils scolaires des écoles publiques de l’Ontario (ACEPO), and l’Association franco-ontarienne des conseils scolaires catholiques (AFOCSC).
