The meeting was called to order by the Chair at 12:00 p.m.

The Chair provided the territorial acknowledgement. 

Member K. Carroll declared a conflict of interest with respect to item 3.3 2187 Gordon Street: Cultural Heritage Evaluation Report, Heritage Attributes, and Designation Recommendation as her employer is currently involved in consulting work with this property. 

Member D. Waverman declared a conflict of interest with respect to item 3.3 2187 Gordon Street: Cultural Heritage Evaluation Report, Heritage Attributes, and Designation Recommendation as he is involved in consulting work with this property. 

Point of order was raised by Member C. Downer, addressing the current process in place for disclosing a statement of pecuniary interest.

    That the minutes from the August 14, 2023 meeting of the Heritage Guelph Committee, be approved.

Member C. Downer provided members with a brief description of the item. Stephen Robinson, Senior Heritage Planner provided comments on the Ontario Reformatory Stone Wall and attempt at communicating with Infrastructure Ontario on the matter.

    THAT Heritage Guelph recommends that City Council request Infrastructure Ontario to repair the stone wall at the Ontario Reformatory.

Jack Mallon, Heritage Planner, received communication from the property owner of 49 Mercalfe Street and has requested that the committee consider deferring the item to a later meeting to allow for consultation.

    THAT Heritage Guelph defer item 3.1 of the Heritage Guelph agenda dated September 11, 2023, "49 Metcalfe Street: Heritage Attributes and Designation Recommendation," to the October 10, 2023 Heritage Guelph Meeting.

Jack Mallon, Heritage Planner, presented on the 211 Silvercreek Parkway South: Heritage Attributes and Designation Recommendation.

    THAT Heritage Guelph supports the heritage attributes identified for 211 Silvercreek Parkway South as outlined in the staff report dated September 11, 2023; and

    THAT Heritage Guelph recommends that City Council give notice of its intention to designate 211 Silvercreek Parkway South pursuant to Part IV, Section 29 of the Ontario Heritage Act

Stephen Robinson, Senior Heritage Planner, presented the 2187 Gordon Street: Cultural Heritage Evaluation Report, Heritage Attributes, and Designation Recommendation. 

The following comments from the Committee were received for staff:

  • The comments submitted by P. Brian Skerrett should be considered by staff for inclusion in the report to Council
  • Other structures on the site not included in the list of heritage attributes should be noted by staff
  • Staff should consider listing the foundation as a heritage attribute for the farmhouse
  • Staff should consider emphasizing the rarity of the farmhouse being constructed of cast in place concrete
