Mayor Guthrie called the meeting to order. (5:00 p.m.)

    That the Council of the City of Guelph now hold a meeting that is closed to the public, pursuant to the Municipal Act, to consider:

    Section 239(2) (b)(d)(e) and (f) of the Municipal Act relating to personal matters about an identifiable individual, including municipal or local board employees; and labour relations or employee negotiations and litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board; and advice that is subject to solicitor-client privilege, including communications necessary for that purpose.

Confirmation of Closed Minutes

The minutes of the Closed Council meeting held June 15, 17 and 29 2020 were adopted.

361 Whitelaw Road - Local Planning Appeal Tribunal Appeals - Update information was received and staff given direction.  

2019 Chief Administrative Officer Performance Evaluation and Revised 2020 Performance Objectives.  

The Mayor advised that information was received and Council will report on this matter as part of the next item.

    That the 2019 Chief Administrative Officer performance evaluation and resulting compensation adjustment, as outlined in report CS-2020-24 dated Monday, March 2, 2020, along with the revised 2020 performance objectives, as outlined in the report entitled Review of Chief Administrative Officer 2019 Performance Objectives and Setting of Revised 2020 Objectives and dated Tuesday, July 7, 2020, be approved.

    2. That staff be directed to expedite a speed limit review investigation of arterial roads with targeted 50 kph speed limit exceptions where appropriate and increase funding to TF0026 to initiate this work in 2021.

    That Council recognizes the importance of Community Road Safety Strategies and requests CN to take immediate action within their control to mitigate and or stop all shunting delays over allowable and/or reasonable limits experienced within the City of Guelph, and that staff report back to Council and the Public as soon as possible with information and expected timelines. And that, this motion be sent to MP Longfield.

Mayor Guthrie expressed thanks to City Staff and Alectra on a quick response to the July 19, 2020 storm clean up. 

Mayor Guthrie acknowledged the passing of community member Ann Godfrey prior to her 98 birthday. He recognized her many contributions to the City of Guelph including six terms on City Council, School and Community Mental Health Association Board Member.
