Jayne Homes, Deputy Chief Administrative Officer, Infrastructure Development and Enterprise, Stacey Laughlin, Downtown Revitalization Advisory, Colleen Gammie, Infrastructure Planning Engineer, Tara Baker, General Manager Finance/City Treasurer, Terry Gayman, General Manager Engineering and Transportation Services provided a presentation on the subject as it relates to the Clair-Maltby Secondary Plan and the Master Environmental Servicing Plan.

    1. That Official Plan Amendment No. 79, initiated by the City of Guelph, be approved in accordance with Attachment-2 to report 2022-95 - City-initiated Official Plan Amendment for the Clair-Maltby Secondary Plan and in accordance with Attachment-1 of the Council Memo - re 2029 Gordon Street in Clair-Maltby Secondary Plan - 2022-2000 dated May 16, 2022.
    2. That the Clair-Maltby Master Environmental Servicing Plan be approved and that staff be directed to file a Notice of Completion.
    3. That the financial implications from the Clair-Maltby Secondary Plan and Master Environmental Servicing Plan be referred to the City’s multi-year budget process and the upcoming Development Charges Background Study

      1. accommodate adequate parkland for a maximum population of 25,000 people.

    Councillor O'Rouke raised a point of personal privilege. Councillor O'Rourke requested that Councillor Bells statement be clarified as a mischaracterization. Mayor Guthrie upheld Councillor O'Rourke's statement.

THAT Street A within the Clair Maltby Secondary Plan is planned and designed to serve the function of a Collector Road, to convey area traffic to the arterial road network; and that the future Municipal Class EA study for Street A include consideration of design elements that protect the integrity of the road classification as a Collector Road, including traffic calming, in order to prevent Street A from functioning as an arterial road.

    Councillor Caron raised a Point of Order. Councillor Caron requested confirmation for staff related to Councillor Bell's comment regarding land annexation. Mayor Guthrie requested staff clarify those statements.
