Mayor Guthrie called the meeting to order. (2:01 p.m.)

There were no disclosures. 

Mayor Guthrie provided details regarding the Ward Boundary and Procedural By-law Reviews.

Mayor Guthrie introduced and presented the following staff recognitions:

The City of Guelph Water Services Division on receipt of the 2020 Reader's Choice first place award in the water delivery and supply category.

City of Guelph staff Reg Russwurm, Manager, Design and Construction for receipt of the Municipal Engineering Award and David Di Pietro, Project Manager, for his contributions as Sub-Committee Chair, for the Municipal Engineering Awards.

Chris Beverage, Director, Health Protection, Wellington-Dufferin Guelph Public Health, provided a COVID-19 Vaccine Update including a summary of the Ontario Government Ethical Framework and the three phases of prioritization and distribution framework. 

Scott Stewart, Chief Administrative Officer provided a summary of his 2021 Objectives in relation to the priorities set out in the City’s Strategic Plan: Guelph Future Ready.

    That the January 11, 2021 Consent Agenda - Infrastructure, Development and Enterprise Services, as identified below, be adopted:

    1. That the request for variance from Table 2, Row 8 of Sign By-law Number (1996)-15245, as amended, to permit a non-illuminated freestanding sign with a setback of 1m and an area of 1.73m2 to be a height of 2.87m above the adjacent roadway at 225-245 Westwood Drive, be approved.
    1. That the request for variance from Table 2, Row 8 of Sign By-law Number (1996)-15245, as amended, to permit a non-illuminated freestanding sign with a setback of 1m and an area of 1.73m2 to be a height of 1.92m above the adjacent roadway at 244-246 Willow Road, be approved.
    1. That the request for variance from Table 2, Row 8 of Sign By-law Number (1996)-15245, as amended, to permit a non-illuminated freestanding sign with a setback of 1m and an area of 1.73m2 to be a height of 2.23m above the adjacent roadway at 85-87 Westwood Drive, be approved.

    1. That City Council requests to join the Coalition of Inclusive Municipalities and endorses the Coalition of Inclusive Municipalities’ 10 Common Commitments.
    2. That staff be directed to facilitate the Mayor’s signing of a formal declaration to join the Coalition.
    3. That staff be directed to take any additional measures necessary to join the Coalition of Inclusive Municipalities, including the development of a plan of action.

Mayor Guthrie spoke regarding the passing of former Mayor Norm Jary and summarized the many accomplishments and contributions he made to the City of Guelph.
