    That the Council of the City of Guelph now hold a meeting that is closed to the public, pursuant to Sections 239(2)(b)(c)(e) and (f) of the Municipal Act, related to personal matters about an identifiable individual, including municipal or local board employees, matters relating to litigation or potential litigation, including matters before  administrative tribunals, affecting the municipality or local board and advise that is subject to solicitor-client privilege, including communications necessary for that purpose, a proposed or pending acquisition or disposition of land by the municipality or local board:

There were no disclosures. 

Confirmation of Minutes for the closed Council meeting held December 14, 2020.
The minutes were adopted by Council.

January 2021 Director Appointments to Downtown Guelph Business Association, Board of Management - 2021-21
The Mayor advised that information was received and Council will report out on this matter as part of the next item.

361 Whitelaw Road Local Planning Appeal Tribunal Update 
The Mayor advised that information was received and no direction was given. 

The Mayor advised that Council recessed closed session before completion of the following item:

65 Delhi Street - Update - 2021-32 

Council will resume closed session upon completion of the open portion of the January 25, 2021 Council Agenda.

    That Sandy Clipsham, Nicole Hogg and Tim Plunkett be appointed as Directors of the Downtown Guelph Business Association Board of Management for a term ending November 30, 2022 or until such time as a successor is appointed.

    1. That the request for variance from Table 2, Row 8 of Sign By-law Number (1996)-15245, as amended, to permit a non-illuminated freestanding sign with a setback of 1m and an area of 1.73m2 to be a height of 2.87m above the adjacent roadway at 225-245 Westwood Drive, be approved.
    1. That the request for variance from Table 2, Row 8 of Sign By-law Number (1996)-15245, as amended, to permit a non-illuminated freestanding sign with a setback of 1m and an area of 1.73m2 to be a height of 1.92m above the adjacent roadway at 244-246 Willow Road, be approved.
    1. That the request for variance from Table 2, Row 8 of Sign By-law Number (1996)-15245, as amended, to permit a non-illuminated freestanding sign with a setback of 1m and an area of 1.73m2 to be a height of 2.23m above the adjacent roadway at 85-87 Westwood Drive, be approved.
    1. That City Council requests to join the Coalition of Inclusive Municipalities and endorses the Coalition of Inclusive Municipalities’ 10 Common Commitments.
    2. That staff be directed to facilitate the Mayor’s signing of a formal declaration to join the Coalition.
    3. That staff be directed to take any additional measures necessary to join the Coalition of Inclusive Municipalities, including the development of a plan of action.

The Mayor called for nominations from Members of Council for a Councillor to be appointed to the Grand River Conservation Authority Board of Directors. 

Councillor Caron nominated Councillor Downer for appointment to the Grand River Conservation Authority Board of Directors. Councillor Hofland seconded the nomination.
Councillor Downer accepted the nomination.
