  • Recommendation:
    1. That the minutes of the open Council Meetings held January 14, 21, 22 and 28, 2025, and the open minutes of the Committee of the Whole meeting held January 14, 2025 be confirmed as recorded and without being read.

The following resolutions have been prepared to facilitate Council’s consideration of various matters and are suggested for consideration. If Council wishes to address a specific report in isolation of the Committee of the Whole Consent Report, please identify the item. It will be extracted and dealt with separately as part of the Items for Discussion.

  • Recommendation:
    1. That this Report 2025-24 entitled “Administrative Penalty System By-laws and Policies” be received;
    2. That the by-law attached as Attachment- 1 to this Report, being a by-law to establish an Administrative Penalty System, be approved;
    3. That the by-law attached as Attachment- 2 to this Report, being a by-law to establish the positions of screening and hearing officers for the purposes of administration of the Administrative Penalty System, be approved;
    4. That the omnibus amending by-law attached as Attachment- 3 to this Report, being a by-law to designate specified by-laws and by-law provisions as subject to the Administrative Penalty System, be approved;
    5. That the policies and procedures attached as Attachment- 4 to this Report be adopted as Council-approved Corporate Policies and Procedures for the Administrative Penalty System;
    6. That the administrative fees as set out in Schedule “C” to the Administrative Penalty System By-law attached as Attachment- 1 to this report, be approved and staff be directed to add the administrative fees to the User Fees By-law as soon as practical.

Resolution to adopt the By-laws. (Councillor Billings) 

  • Recommendation:
    1. That by-laws (2025)-21051 and (2025)-21053 through (2025)-21057 be approved subject to Section 284.11 (4) of the Municipal Act.

A by-law to amend the Traffic and Parking By-law Number (2022) – 20698, as amended, being a By-law to regulate the use of Highways within the City of Guelph and the Traffic and Parking thereon

A by-law to confirm the proceedings of a meeting of Guelph City Council held February 25, 2025.

A by-law to establish a tariff of fees for the processing and approval of development applications pursuant to the Planning Act, RSO 1990, c P.13, Subsection 114 as amended, and to repeal and replace By-law number (2024)-21003, as amended.

A by-law to establish an Administrative Penalty System in the City of Guelph.

A by-law to establish the positions of screening and hearing officers for the purposes of administration of an administrative penalty system within the City of Guelph.

A by-law to amend By-law Number (2022) – 20698, (2014) – 19736, (2003) – 17224, (2003) – 17082, (1997) – 15402, (1987) – 12425, as amended, respectively, to regulate parking and traffic in the City of Guelph under an administrative penalty system.
