    That the minutes of the open Council Meetings held November 1 and 15, 2022, be confirmed as recorded and without being read.

The following resolutions have been prepared to facilitate Council’s consideration of various matters and are suggested for consideration. If Council wishes to address a specific report in isolation of the Consent Agenda, please identify the item. It will be extracted and dealt with separately as part of the Items for Discussion.

The following items have been extracted from the Committee of the Whole Consent Report and the Council Consent Agenda and will be considered separately. These items have been extracted either at the request of a member of Council or because they include a presentation and/or delegations.

  • Recommendation:

    That the report titled Implementing Service Simplified: Guelph’s Customer Service Strategy - 2022-374, dated December 13, 2022, be received.

  • Recommendation:
    1. That the City of Guelph will provide a one-time operating contribution of $250,850 to facilitate the 2023 extension of drop-in service hours at Royal City Mission beginning January 1, 2023.
    2. That the $250,850 is taken from the Tax Rate Operating Contingency Reserve.
    3. That Royal City Mission be requested to submit progress reports to the City of Guelph, no later than May 1, 2023 and September 1, 2023, summarizing both the results and impact of the extension of drop-in service hours.
    4. That any future funding requests related to shelter services be referred to the 2024-2027 multi-year budget process.

Resolution to adopt the By-laws. (Councillor Caron)

  • Recommendation:

    That By-laws numbered (2022)-20749, (2022)-20750, (2022)-20757, and (2022)-20762, are hereby passed.

A by-law to confirm the proceedings of a meeting of Guelph City Council held December 13, 2022.

A by-law to amend By-law Number (2015)-19985, as amended, being a by-law respecting Building, Demolition, Conditional, Change of Use and Occupancy Permits, Payment of Fees, Inspections, Appointment of Inspectors and a Code of Conduct.

A by-law to repeal By-law (2022) – 20748, and amend By-law (2022) – 20698 – Traffic By-law, as amended, being a By-law to regulate the use of Highways within the City of Guelph and the Traffic and Parking thereon

A by-law to amend By-law Number (2022)-20756, being a by-law to amend By-law Number (1995)-14864, as amended, known as the Zoning By-law for the City of Guelph as it affects the property municipally known as 265 Edinburgh Road North and legally described as Parts 4, 5, 6 and 7, Range 4, Division ‘A’, Geographic Township of Guelph, City of Guelph, County of Wellington (File No. OZS20-012).
