Call to Order

Chair Epp called the meeting to order at 12:00 p.m.

Disclosure of Pecuniary Interest and General Nature Thereof

Chair Epp provided disclosure of pecuniary related to item 2.4 Appointment of a member of Heritage Guelph to delegate at the November 13, 2024 Council Planning Meeting.

  That the minutes from the October 7, 2024 and October 15, 2024 meetings of the Heritage Guelph Committee, be approved.

Ontario Reformatory Heritage Conservation District - Release of Draft Plan and Guideline

Stephen Robinson, Senior Heritage Planner provided an update on Ontario Reformatory Heritage Conservation District - Release of Draft Plan and Guideline. 

2.

Advisory Committees of Council Framework Update

Dylan McMahon, Acting General Manager, Clerk’s Office provided a presentation on Advisory Committees of Council Framework Update.

  That Heritage Guelph recommends to City Council the continuation of the Heritage Guelph mandate as the Heritage Advisory Committee, that the Terms of Reference does not reduce Heritage Guelph's current workload, and that the final Terms of Reference be reviewed by Heritage Guelph in advance of Council approval.

  That the environmental pillar from the strategic plan be recognized as part of Heritage Guelph’s mandate

Progress Update on 2024 Individual Designations

Jack Mallon, Heritage Planner provided a presentation on Progress Update on 2024 Individual Designations.

Chair Epp left the meeting. 
Member Carroll assumed the role of Chair.

Appointment of a member of Heritage Guelph to delegate at the November 13, 2024 Council Planning Meeting

  That Heritage Guelph appoints Member Cameletti to delegate on behalf of the committee on the "37 Christie Lane: Notice of Intention to Designate" at the November 13, 2024 Council Planning meeting.

Designation Updates

1.

99 Maltby: Heritage Attributes and Designation Recommendation

Chair Epp noted the deferral of the item, which the deferral was requested by the property owner.

2.

328-332 Woolwich: Heritage Attributes and Designation Recommendation

Jack Mallon, Heritage Planner provided a presentation on 328-332 Woolwich: Heritage Attributes and Designation Recommendation.

  That Heritage Guelph supports the heritage attributes identified for 328-332 Woolwich Street, with the addition of location added as an attribute for this site, outlined in the staff report dated November 4, 2024; and

  That Heritage Guelph recommends that City Council give notice of its intention to designate 328-332 Woolwich Street pursuant to Part IV, Section 29 of the Ontario Heritage Act.

  That the comments provided by Heritage Guelph members on the '59 Green Street St: Cultural Heritage Evaluation Report’ be provided to staff and Council for their consideration. Comments: none

4.

Chair Announcements

Jack Mallon, Heritage Planner informed Heritage Guelph that a list of the proposed meeting dates for 2025 would be presented to Heritage Guelph at the next meeting in December. Committee members are welcome to recommend other dates and times to Jack Mallon prior to the December meeting to facilitate coordination.
