Confirmation of Open Minutes

• Recommendation:

  That the minutes of the open Council Meetings held November 22, December 13 and 20, 2021, Special Council meeting held December 2, 2021 and Committee of the Whole meeting held December 6, 2021 be confirmed as recorded and without being read.

Committee of the Whole Consent Report

The following resolutions have been prepared to facilitate Council’s consideration of various matters and are suggested for consideration. If Council wishes to address a specific report in isolation of the Committee of the Whole Consent Report, please identify the item. It will be extracted and dealt with separately as part of the Items for Discussion.

2022-2026 Economic Development and Tourism Strategic Plan - 2021-342

• Recommendation:
  1. That the 2022-2026 Economic Development and Tourism Strategic Plan be approved.
  2. That the revised terms of reference for the Guelph Economic Development Advisory Committee be approved.

Items for Discussion

The following items have been extracted from the Committee of the Whole Consent Report and the Council Consent Agenda and will be considered separately. These items have been extracted either at the request of a member of Council or because they include a presentation and/or delegations.

7.1

January 2022 Public Appointments to the Downtown Guelph Business Association Board of Management and Guelph Public Library Board of Trustees

• Recommendation:
  1. That __________be appointed a director to the Downtown Guelph Business Association Board of Management for a term ending November 15, 2022, or until such time as a success is appointed.
  2. That__________ and __________ be appointed directors to the Guelph Public Library Board of Trustees for a term ending November 15, 2022, or until such time as a successor is appointed.

Motion to Support Bill 21 Challenges

Mayor Guthrie to speak to this matter. 

• Recommendation:
  1. That the City of Guelph recognizes that Bill 21 is discriminatory and does not uphold equality of all citizens, regardless of their religious affiliation, as protected under the Canadian Charter of Rights and Freedoms.
  2. That the City of Guelph asks the Parliament of Canada, (both government and opposition), to support the challenge of Bill 21 at the Supreme Court.
  3. That a copy of this resolution be sent to The Right Honourable Justin Trudeau, P.C., M.P. Prime Minister of Canada, The Honourable, PC., M.P. Erin O’Toole, The Honourable, P.C., M.P. Yves-Francois Blanchet, The Honourable, P.C., M.P., Jagmeet Singh, City of Guelph MP Lloyd Longfield, The Honourable Doug Ford, M.P.P.
