The meeting was called to order by the Chair at 12:01 p.m.

    THAT the minutes from the March 13, 2023 meeting of the Heritage Guelph Committee, be approved.

David Addington and Miranda Brunton from Infrastructure Ontario presented information on the 785 York Rd. Ontario Reformatory Powerhouse, Service Tunnels and Chimney Cultural Heritage Resource Impact Assessment.

Timea Filer, Urban Forestry Field Technician provided introductions and Margo Ursic, Principal, Grounded Solutions summarized the Guelph Private Tree Bylaw review.  

The committee provided the following comments with respect to Heritage Trees and in particular:

How the current private tree bylaw could or should be updated in the review of the Private Tree Bylaw.

  • Ensure all trees are protected in Heritage Districts by including protection and regulations on all properties under half acre and have a certain centimeter.

    THAT Heritage Guelph recommends that City Council give notice of its intention to designate 49 Norfolk Street pursuant to Part IV, Section 29 of the Ontario Heritage Act in accordance with the statement of significance provided with Item 2.4 of the Heritage Guelph agenda dated March 13, 2023 and include all revisions noted by committee members at the April 11, 2023 meeting.

    The committee requested that a designation working group be included as an item on the May Heritage Agenda.


Victoria Nagy, Heritage Planner, provided a summary of the 47 Alice Street report on intention to designate.

    THAT Heritage Guelph recommends that City Council give notice of its intention to designate 47 Alice Street pursuant to Part IV, Section 29 of the Ontario Heritage Act in accordance with the statement of significance provided with Item 3.3 of the Heritage Guelph agenda dated April 11, 2023

Stephen Robinson, Senior Heritage Planner, provided a summary of the Cultural Heritage Resource Impact Assessment. Nick Bogaert, MHBC was in attendance for committee questions on the Scoped Heritage Impact Assessment.

    THAT Heritage Guelph advises City Council that they have no objection to the removal of the property known as 20 Cityview Drive North from the Municipal Register of Cultural Heritage Properties.

    THAT Heritage Guelph extend the meeting adjournment time beyond 2 p.m.

    THAT Heritage Guelph’s comments on the Conservation Plan for 65 Delhi Street be provided to the General Manager of Planning and Building Services and to the applicant for consideration in the site plan approval process
