  • Recommendation:

    That the minutes of the open Council Meetings held November 10 and 16, 2020, March 8, 22 and 29, 2021, and the open Committee of the Whole meeting held March 1, 2021, be confirmed as recorded and without being read.

The following resolutions have been prepared to facilitate Council’s consideration of various matters and are suggested for consideration. If Council wishes to address a specific report in isolation of the Committee of the Whole Consent Report, please identify the item. It will be extracted and dealt with separately as part of the Items for Discussion.

  • Recommendation:
    1. That the 2022 budget plan be approved as outlined in the 2022 Budget Planning report dated April 6, 2021.
    2. That the 2022 budget meeting dates and start times be approved as outlined in the 2022 Budget Planning report dated April 6, 2021.
  • Recommendation:
    1. That capital projects identified in Table 2 of the 2021 Debenture Issue report, dated April 6, 2021, be approved for debt financing in the amounts as listed.
    2. That the City Treasurer be authorized to proceed with the marketing, through the City’s financing agent, of debenture issues in the principal aggregate amount of not greater than $115 million for terms not exceeding 20 years.
    3. That the 2021 associated debt servicing costs be approved to be funded from the City’s applicable capital reserve funds in accordance with Table 3 in the 2021 Debenture Issue report, dated April 6, 2021.
    4. That the request for financing from the Guelph Cemetery Commission totaling $2,000,0000 be approved in the form of a loan or guarantee, subject to satisfactory outcomes from the due diligence procedures as outlined in the 2021 Debenture Issue report, dated April 6, 2021, as determined by the City Treasurer and the City Solicitor.
    5. That staff be provided delegated authority to enter into appropriate agreements with the Guelph Cemetery Commission and/or with a lending agent, subject to the satisfactory outcomes of the due diligence procedures as outlined in the 2021 Debenture Issue report, dated April 6, 2021.
  • Recommendation:
    1. That the report entitled ‘City of Guelph Response to Provincial Consultation on Growing the Size of the Greenbelt’, dated April 6 2021, be endorsed and submitted to the Ministry of Municipal Affairs and Housing as the City’s response to the provincial consultation on growing the size of the Greenbelt (ERO# 019-3136).
    2. That the province consider policy amendments to the Greenbelt Plan to allow any official plan policies which offer more protection to Natural Heritage and Water Resource Systems to supersede any less restrictive policies of the Greenbelt Plan.

  • Recommendation:
    1. That City Council pass a resolution accepting $37,100 from the Fire Safety Grant as provided by the Ontario Fire Marshal to fund the purchase of technology upgrades to facilitate remote training and remote court appearances.
