Mayor Guthrie called the open meeting to order at 2:09 p.m.

Council received information and provided staff direction regarding corporate cyber security initiatives.

Councillor Downer spoke to the career and retirement of Fire Chief Dave Elloway.

Councillor Downer congratulated Liz McGee on achieving her diploma.

Councillor Caron spoke to what each Lean green belt graduate accomplished.

Councillor Caron congratulated Shanna O’Dwyer on her acquiring her Masters of Arts in Leadership.

Timea Filer, Urban Forest Field Technologist, presented the objectives and implementation of the One Canopy Tree Planting Strategy.

Antti Vilkko, General Manager, Facilities and Energy Management introduced the presentation for the South End Community Centre. 
Danna Evans, General Manager, Culture and Recreation, spoke to the planned usage of the proposed Community Centre. 
Ian Scott, Manager, Facility Design and Construction, discussed the updated construction design that has been modified from the original plan, due to inflation.

    1. That the construction of the South End Community Centre be approved for a project cost of $115.5 million, with the project scope as approved under the October 7, 2020 report IDE 2020-141 South End Community Centre Project Update.
    2. That additional budget of $35.5 million be approved for project RF0092 South End Community Centre Construction, funded $33,725,000 from Parks and Recreation Development Charge Reserve Fund (#319) and $1,775,000 from tax supported debt funded from the Infrastructure Renewal Reserve Fund (#150).
