April 2026 Public Appointments – The Elliott Community Board of Trustees

 

As per section 239(2)(b) of the Municipal Act, regarding personal matters about an identifiable individual, including municipal or local board employees.

  • Recommendation:
    1. That the minutes of the open Council meetings held March 10 and 31, 2026, the minutes of the open Committee of the Whole meeting held March 4, 2026, and the minutes of the open Business Licence Appeals Committee meeting held March 24, 2026, be confirmed as recorded and without being read.

The following resolutions have been prepared to facilitate Council’s consideration of various matters and are suggested for consideration. If Council wishes to address a specific report in isolation of the Committee of the Whole Consent Report, please identify the item. It will be extracted and dealt with separately as part of the Items for Discussion.

  • Recommendation:
    1. That the Delegation of Authority By-law be amended, as noted in Attachment-1 to report 2026-130, to delegate authority to the City Clerk to designate events as "community” or “cultural” events for the purpose of enabling “bring-your-own-event” applications with the Alcohol and Gaming Commission of Ontario.
  • Recommendation:
    1. That Council directs staff to amend City of Guelph By-law (2018) 20272 (Taxicab) to reflect a 6.7 per cent increase in taxicab rates, effective April 1, 2026 or at the time of the City’s meter check.

  • Recommendation:
    1. That the Private Parking Agent Licence (application #25-308946), as submitted by Applicant, Pramila Nepali, be refused.

  • The following motion was provided by Councillor Caton:
    1. That Guelph City Council supports United Against Hate Canada and the Guelph Chinese Canadian Cultural Group in their call to the Federal Government to champion a motion to create and recognize an annual Canadian Chinese Heritage Month; and
    2. That a copy of this resolution be sent to the Right Honourable Mark Carney, Prime Minister of Canada; the Honourable Marc Miller, Minister of Canadian Identity and Culture; Dominique O’Rourke, MP for Guelph; and Michael Chong, MP for Wellington—Halton Hills.

Resolution to adopt the By-laws (Councillor Caron).

  • Recommendation:
    1. That by-laws (2026) - 21195, (2026) - 21234, (2026) - 21236, (2026) - 21238, and (2026) - 21239, be approved subject to Section 284.11 (4) of the Municipal Act.

A by-law to regulate utility customer accounts for Water, Wastewater and Stormwater services in the City of Guelph and to repeal By-Law Number (2016) - 20074.

A by-law to amend the Traffic and Parking By-law Number (2022) – 20698, as amended, being a By-law to regulate the use of Highways within the City of Guelph and the Traffic and Parking thereon.

A By-law to amend By-law number (2024) – 20994, being a by-law to delegate certain administration powers and duties to City staff, to govern execution of documents.

A By-law to amend By-law Number (2009)-18855, as amended, being a By-law to set rates for Regular Taxicabs and Accessible Taxicabs.

A by-law to confirm the proceedings of a meeting of Guelph City Council held April 21, 2026.
