Mayor Guthrie called the meeting to order. (6:30 p.m.)

Mayor Guthrie spoke regarding the matters discussed in closed session and identified the following:

Bargaining Mandate Update Report - Guelph Professional Firefighters Association Local 467 and Paramedic Services Union, the Ontario Public Service Employees Union Local 231 - 2023-177
Council received information and provided staff direction.

    That the May 9, 2023 Council Consent Agenda identified below, be adopted:

    1. That the By-law, included as Attachment-1, Draft Building By-law Amending By-law, be enacted to amend the Building By-law (2015)-19985, as amended.
    1. That the City Clerk be authorized to publish and serve notice of intention to designate 47 Alice Street pursuant to Part IV, Section 29 of the Ontario Heritage Act.
    2. That the designation bylaw be brought before Council for approval if no objections are received within the thirty (30) day objection period.

Melissa Aldunate, Manager, Policy Planning and Urban Design, provided an overview of the changes included in the Minister's Decision regarding Official Plan Amendment 80.

Councillor Allt raised a point of privilege and clarified his previous comments about staff's opinion of the Minister's decision.

    1. That City Staff be directed to:
      1. Report back through the multi-year budget process on the financial and human resource impacts in response to provincial amendments to OPA 80 and Bill 23,
      2. Notwithstanding the removal of the legislative role of the GRCA, that city planning applications continue to be circulated to the GRCA as a valued stakeholder for their input and expertise,
      3. Bring forward through the multi-year budget process the necessary resources to expedite recommendations in the Cultural Heritage Action Plan (CHAP) on lands affected by the OPA 80 provincial amendments, including financial incentives for conservation/restoration of designated properties,
      4. During the next five-year OP amendment process, initiate a public consultation exercise and bring forward recommendation(s) for additional future View Corridors that may be appropriate to protect sightlines for significant municipal landmarks, including, but not limited, to the Basilica of our Lady Immaculate (ie. from Turfgrass, Starkey Hill, etc.) for inclusion in the next OPA cycle,
      5. That a plan for a future Downtown Park be reflected in the 2024-2027 multi-year budget, in response to higher heights and densities in the downtown major transit station area. 
    2. That the Mayor be directed to send a letter to the Hon. Steve Clark, Minister of Municipal Affairs and Housing, expressing City Council's response regarding the impact of the amendments made to Guelph OPA 80 "Shaping Guelph" and OPA review process, as outlined in the draft letter attached.
    3. And that the letter be copied to MPP Mike Schreiner and the Association of Municipalities of Ontario, Grand River Conservation Authority (GRCA), Ontario’s Big City Mayors, Minister of Economic Development, Job Creation and Trade, Minister of Finance, Minister of Infrastructure, Minister of Transportation, Minister of Environment, Conservation and Parks.

    Mayor Guthrie requested that all clauses of the motion be voted on separately.
