The following resolutions have been prepared to facilitate Council’s consideration of various matters and are suggested for consideration. If Council wishes to address a specific report in isolation of the Committee of the Whole Consent Report, please identify the item. It will be extracted and dealt with separately as part of the Items for Discussion.

  • Recommendation:
    1. That the 2024 City of Guelph property tax ratios and corresponding tax rates, as set out in Attachment-1 to the report 2024-63 titled 2024 Property Tax Policy dated March 5, 2024, be approved.
  • Recommendation:
    1. That the Private Tree Protection By-law Update – Key Issues and Options report, dated March 5, 2024, be received, and that staff be directed to proceed with the recommendations set out within the report.
  • Recommendation:
    1. That the report titled ‘Internal Audit Work Plan 2024–2026’ dated March 5, 2024, be approved.
    2. That the Internal Audit Charter Update dated March 5, 2024, be received.
    3. That the Value-for-Money Audit Review Framework be approved.

Resolution to adopt the By-laws. (Councillor Gibson)

  • Recommendation:
    1. That by-laws (2024) - 20902 through (2024) - 20906 and (2024) - 20930 be approved subject to Section 284.11 (4) of the Municipal Act.

A by-law to provide for rebate from taxes for registered charitable organizations and to repeal By-law Number (2002) -16851 and (2003)-17152.

A By-law to set tax ratios and tax rate 
reductions for prescribed property
subclasses for the Corporation of the
City of Guelph for the year 2024.

A By-law to levy education tax rates for 
the year 2024.

A By-law to impose and levy a rate of
taxation for the Board of Management
for the Downtown Business Improvement
Area of the City of Guelph for the 2024 
taxation year.

A By-law to set the tax rates for City 
purposes for the year 2024 and to provide
for a final tax levy and the payment of taxes.

A by-law to confirm the proceedings of a meeting of Guelph City Council held March 26, 2024.
