Councillor Gordon declared a pecuniary interest regarding the 104 Oliver Street Purchase - 2020-107, as he lives near the property in question.

    1. That a further financial incentive in the amount of $800,000, funded from the Affordable Housing Reserve, be provided to St. Joseph’s Housing Corporation for the Silver Maple Seniors Community affordable housing project subject to Canadian Mortgage and Housing Corporation final approval of the National Housing Co-Investment Fund and subject to 2020 funding from the County of Wellington Affordable Rental Housing Development fund.
    2. That staff be directed to enter into an agreement with St Joseph’s Housing Corporation to implement the municipal incentive to the satisfaction of the Deputy Chief Administrative Officer of Public Services, the City Solicitor, and the Treasurer.
    3. That the Mayor and Clerk be authorized to execute the Municipal Incentive agreement.
    4. That staff be directed to explore transferring responsibility of distributing the municipal incentive funding for affordable housing in Guelph to the County of Wellington and report back by Q2 of 2021.
    5. That staff be directed to work alongside the Drop In Centre to determine a source of funding to help with moving the Parkview Motel into supportive housing, and that this information come back to Council by the October regular Council meeting for further consideration.

That Guelph City Council confirms and supports the City Staff position that, while improved rail service and the associated environmental benefits from electrification are an important part of our Strategic and Community Plans, locating traction power substation (TPS) infrastructure in a City Park is not supported and that it be requested that Metrolinx reconsider their site selection for TPS in a non-City park location.
    2. That staff be directed to forward this resolution to Metrolinx, the Minister of Transportation and Guelph's MPP prior to August 28th, 2020.

    2. That staff request that Metrolinx provide, in cooperation with City Staff, an opportunity for public input on concerns regarding the impact of potential increased traffic on Edinburgh Rd and the eventual reopened Silvercreek crossing and on adjacent neighbourhoods due to electrification.
    3. That staff report on cost, if any, to the Municipality from electrification and street modifications stemming from the construction of the Metrolinx sub generation facility in Guelph.
    4. That staff report to Council on the electrification of the GO line and the impact of the Breslau Regional Station on the potential for express trains to bypass Guelph and thereby travel at higher speeds through residential areas.
